Q:  How does fixer/tester assignment work?

When in a planning session for my product I see that the list of possible fixers/testers is somewhat limited.
Why is it not a full list of users and how is it determined?

Answer:

For each request in your release plan Yoxel looks at its component,
then figures out the manager/owner of the component, and then retrieves a list of
developers reporting to that owner. Now, the list of those reports plus the
owner him/herself  is what you can select from when assigning a fixer for the request.

This may be too restrictive when a team is small and component owners are not managers
(no other developers report to them). For now it is the way.

We are thinking of adding a more relaxed mode where this 'request->component->owner->list' mechanism is ignored and all developers are listed as options for assignment.

For testers it is simplified/relaxed already. You see a list of all users with specialization Q&A.
