Various studies have shown that not only are projects taking longer than expected but in many cases they are failing outright. The two main reasons are the lack of plan clarity and the lack of execution clarity, closely followed by lack of clarity of functionality. Without a clear plan, understood by all, as to what the project team is supposed to do, confusion reigns. Without a clear understanding of the status of the project the right corrective actions cannot be taken. In addition, the owners do not know what they should be working on next, causing delays. And without clarity of functionality team members may build the wrong deliverables, not meeting their customers' requirements.
Focus is on deliverables, not tasks. CBPM expects team members to know how to do their work and to not have to be told how to do it. An owner is identified for each deliverable and empowered to plan required work. CBPM focuses on securing accurate commitment dates from all team members to incorporate them into a final plan, that is team's plan, not a project manager's plan.
